Importance of European Experience in Forming State Policy for Developing Agricultural Sector in the Russian Empire in the 19th Century

State activity at its core pursues the goals of ensuring the integrated sustainable functionary of all elements and structures of the economic production of the country. More than one hundred and fifty years ago, the process of forming the agricultural industry on a scientific basis took place in our country, mechanisms for the administration of the agricultural industry were developed, the Russian agronomic school was formed. In search of an effective model for developing the agricultural sector, the relevant European experience was studied. The analysis of types of public administration with the use of comparative method is carried out. The conclusion is made about the role of using the European experience of administrative construction in the formation of management structures in the Russian Empire. The peculiarity of socio-economic relations and predominance of large landlords in agricultural production determined the direction of state agrarian policy in the 19–early 20 centuries, which found expression in the activities of the Ministry of State Property. Using the historical and diachronic method, the article considers the evolution of state policy in the field of agriculture. The main stage and directions of these activities are defined through the prism of the Ministry of State Property. Examples of the use of European achievements in agriculture in the implementation of government initiatives for the development of this industry are given. Moreover, the comparative analysis of the main directions of state activities and forms of state participation in the process of formation of public institution to ensure sustainable development of agriculture has been carried out. As a result, the value of the European experience in the process of developing communications channels between representatives of scientific intelligentsia, public figures broad strata of rural owners and the state were determined.
